One and one-half inches to the foot dead rise, at one-third the breadth of beam from centre of the keel, will be required for vessels of the highest class, without bilge pumps. But if provided with good bilge pumps and limbers, one and one-quarter inches will be deemed sufficient. Vessels with less dead rise than one and one-quarter inches to the foot as above measured, shall not, under any circumstances, be entitled to class A1 five years.

One inch to the foot dead rise shall be deemed sufficient for stream vessels, provided they are fitted with good bilge pumps and limbers.

All vessels to be fitted with bilge limbers, so that in case it may afterward be found necessary, bilge pumps may be easily introduced.
